Jackson could be a shrewd signing for Howe, having netted 24 Premier League goals over the past two seasons for Chelsea.
However, his arrival might trigger the departure of Alexander Isak to Liverpool for what could be a Premier League record fee.
Such a sale would leave Newcastle weaker than they were at the end of last season, casting doubt on their competitiveness for the coming campaign.
While Newcastle remain hopeful of securing Sesko, their transfer strategy now hinges on how events unfold in the next few weeks.
