Davies spent the 2024–25 season on loan at the English club and played a pivotal role in their promotion from League One to the Championship.
Birmingham are preparing to invest heavily, with spending reportedly expected to match or exceed that of clubs recently relegated from the Premier League.
However, Rangers’ lack of a permanent manager is delaying any decision regarding Davies’ future.
The club’s leadership transition is reportedly “preventing them” from engaging in transfer negotiations, leaving Birmingham waiting for clarity.
The report states that Birmingham must wait until a new manager is appointed at Rangers and has had time to evaluate the squad.
Unless Davies is deemed essential to the incoming manager’s plans—a scenario that seems unlikely given Philippe Clement allowed him to leave on loan—a permanent exit appears logical.
Davies, 29, could find a permanent move to Birmingham attractive, particularly after establishing himself as a key player during the club’s promotion campaign.
He featured in 32 League One matches and won an average of 4.1 aerial duels per game, underlining his defensive impact.
His performances didn’t go unnoticed. Former Rangers boss Michael Beale previously praised the defender, stating: “What about Ben Davies? Comes into the season injured and misses up until after the international break.

Despite his £4 million move from Liverpool, Davies’ time at Rangers never fully lived up to expectations.
