Rangers were first linked with Targhalline last summer, with reputable French outlet L’Équipe reporting their interest.

The 22-year-old Moroccan midfielder’s contract with Le Havre runs until this summer, which could have allowed Rangers to negotiate directly with him.

Reports last month confirmed Targhalline would leave Le Havre, as he was not expected to sign a new deal.

This raised hopes that he might join his fellow Moroccan, Hamza Igamane, in Glasgow, especially with Issame Charai—his former Morocco U23 coach—recently appointed as Clement’s assistant.

However, according to 1908, Targhalline is now set to sign for Feyenoord. He is reportedly arriving in Rotterdam today to finalize his move to the Eredivisie giants.

Rangers’ Pre-Contract Setback

It wouldn’t be surprising if Rangers had considered signing Targhalline on a pre-contract agreement.

This window seemed focused on loan deals rather than major permanent signings with big transfer fees.

With Lyall Cameron already secured on a pre-contract, that approach appears to be part of the club’s transfer strategy.

However, missing out on Targhalline will be a disappointment as Clement looks to build his squad for the future.
